The numbers tell a sobering story. According to Statistics South Africa, roughly 13% of South African households have no access to any form of sanitation. In informal settlements, that figure is far worse. Pit latrines and open defecation remain common, and when wastewater does enter a drainage system, it frequently bypasses treatment altogether-flowing directly into rivers, wetlands, and groundwater sources that nearby communities depend on.
The Infrastructure Gap Is Not Just Physical
Municipal sewage systems are built on the assumption of permanence: fixed structures, registered land, and planned density. Informal settlements operate outside these assumptions. Structures are often built on unregistered land, layouts shift over time, and population density can change dramatically within months. Laying conventional sewer lines in this environment is expensive, disruptive, and frequently not viable.
Even where partial infrastructure exists, maintenance is a persistent problem. South Africa’s Department of Water and Sanitation has reported widespread failure of existing wastewater treatment works across the country, with many plants operating at overcapacity or in a state of disrepair. When the formal system is already under strain, extending it into underserved communities becomes a lower priority-despite the urgency.
