When looking at the utility services sectors, the primary duty of water services providers is to supply water and its related services in accordance with the South African Constitution, the Water Services Act and by-laws of the water services authority, and in terms of any specific conditions set by the water services authority in an agreement.
Economic change and globalization are the driving forces for the weakening of the orthodox state. The private sector is becoming increasingly involved in performing functions that have traditionally been reserved for the government. Even the provision of basic services, such as water and electricity, are not exempt from this change. Private sector involvement has a broad-based range, from the sale of public assets to the outsourcing of essential service delivery functions.
